I purchased a boat from a guy in Washington state a couple of months ago. Got a great deal on it so I'm not too aweful surprised that there were some issues. The first issue I ran into was that the power trim/tilt was not functioning. Found out that the guy didn't have it connected correctly. Rewired the trim/tilt and works like a charm. When I bought the boat the guy showed me his receipts of it being serviced the previous summer and that the carbs were rebuilt. The one note on the receipt was that the upper carburetor had a crack in it near the port. Instead of dealing with the cracked carburetor I decided that I would try to find a carburetor for it. 1st shot out I was dealing with a company in Quebec that said "this is the carburetor for your boat. I got the carburetor in and low-and-behold it was not the correct one. Now I could have shipped it back to them but by the time I paid shipping would it really be worth it? Instead I found another one in the US and paid less than $50 for it. I got it in and it looked clean. I installed the carburetor, charged up the battery and took the boat down to the lake (didn't have a clam-shell at the time) and backed the boat into the water deep enough to lower the motor without hitting rocks or something. I primed the engine, cranked and cranked and cranked and no luck. I could smell gas, didn't see any slick in the water or anything. The engine cranked very well, but did not start. I took it home, and came on the forums and found the recommended spark plugs for it and installed new spark plugs. Tried in in the driveway (with the new clam-shell) and still would crank nicely but would not turn over. I pulled each plug individually and checked each one for spark and all 4 cylinders had spark.

Any ideas?

No, did not see any fuel on the plugs. But when I was trying to (maybe I already said this) start it at the lake I could smell fuel.
