1984 Evinrude 70 timing

Hello everyone, I've got a question about a motor I just picked up. The engine was mostly dissembled when I got it and the shift and throttle linkages had be taken apart so the timing has been messed with. Now I am trying to get the timing set right and all of the manuals I have looked in are vague at best for setting the timing on one of these engines so I was hoping someone here could help me out. My main issue now is the idle is too high, 1500 rpm, I understand how to adjust the timing but I don't know what the timing should be set at for idle and then what is the setting for WOT but that comes later. Working on engines with computer controlled timing has spoiled me :joyous:

at the top of the evinrude forum theres a secret file (very top post) look for timing a carbed motor written by joe reeves. The funny question mark is mean to be the degree sign but the forum upgrade kinda messed that up.

forgot to add you only time the wot the low is adjusted to set rpm at tick over.
