1985 40 hp please help!

I have a 1985 40 Hp ELCOB Johnson with what seems to be an overfueling issue, one carb is brand new, the other I just rebuilt a couple weeks ago. I have the engine set up to run in a 55 gallon test tank to put a load on it. Engine starts right up, and seems to turn up rpms, Im having fuel spit slightly out of jets at the top of the carbs ( I realize that this is an issue with the reeds) but when i come back off the throttle it coughs a little and wants to stall. I am also noticing milky fuel accumulating in the throttle body and a good bit of white smoke, might be a little rich or maybe water? I dumped the racor and no water present. I have gone through the float adjustment several times even tweaking float height a good bit out of spec to try and solve flooding issue. I have also tested the primer solenoid by depressing the choke at 2000 rpms and having the rpms drop off. Im pulling my hair out trying to figure this out. Please help!!!!

A small amount is ok
you could try adjusting idle speed up a bit
de-carb motor can,t hurt
make sure motor is warming up

Since you have rebuilt the carbs I'll ask Did you replace every fuel line from the tank to the carb?

I replaced the fuel lines from the tank to the vro. ive been meaning to replace the rest of the lines. Do u ask because of the milkyness? I thought the same thing. At first i thought maybe i was getting a little water in the crankcase and it was mixing in the vro, but the plugs would be wet, correct? I didnt notice any kind of idle adjustment on the carbs themselves, if there is, how do i go about adjusting?

read TOP SECERT FILE, ethanol, carb cleaning, compression, check spark

I ask about the fuel lines because of the spittting fuel. Everyone assumes that they don't leak they must be good right? From the tank to the fuel pump your motor is pulling fuel and alot of times the lines won't leak but will have a hole which will draw air in. That air gets to the bowl and the incoming fuel will purge it somewhere (into the motor or out the over-prime hole, or wherever). How old is the fuel?

Makes sense, the fuel is only maybe 3 weeks old. I am aware that untreated fuel starts to go bad after only 15 days. When I get home later today i'll go ahead and change out the rest of the fuel lines, and freshen up the fuel, tho i doubt the fuel itself is the problem. but with the lines u have a good point. I'm pretty knowledgeable with engines, I worked as a marine mechanic (mostly diesels) for 6 years, I am a captain now and it seems like the troubleshooting skills have faded a little, i guess if u dont use it u lose it! thanks guys i'll let u know the outcome a little later.

I wouldn't worry about the fuel if it's that new
