1985 50hp force outboard stalls & hesitates!!!

i just took my 1985 bayliner capri out for a run today for the first time, i noticed that if i give the throttle to the max the engine noise gets louder and performance drops and i feel it going like 20 mph max at full throttle, but when i am going back to neutral from full throttle there is a point where the engine sounds the way it should sound and runs faster, but as soon as i hit the throttle at full speed again the speed drops and i feel the engine hesitating, please someone tell me what this could be, its like the the engine max speed is 25mph, and i forgot to say when im at full throttle the engine noise gets louder and the boat starts to shake ,its only when im coming from full throttle to neutral there is a click that makes the engine run as supposed to . some one please help me as soon as possible, i just changed my spark plugs with brand new ones . i dont know why my force is hesitating like that

Try to separate boat speed from engine speed.<br /><br />Is engine reaching high rpm's, close to 5000?<br />Is the engine hesitating or missing, or is the boat just not going faster?<br /><br />If engine runs fast, but boat doesn't go faster, you could have a spun prop hub ($40 repair).<br />Test: Scratch a line in the prop, from the inside hub, straight out onto the outer housing. Go for a test ride, making sure you go full throttle a few times. Now check the scratched line on the prop. If the line is no longer lined up, then the hub (rubber bushing) inside the prop is wore out.<br /><br />If engine is not reaching high rpm, then it is time to check for spark on each cylinder.<br />Then check compression. <br />Then do a decarb on the engine.

alright i just took my carbeartour out for cleaning it looks clean and the bowl had clean gas in it, i noticed one thing though on of the valves on the end of the carbetour is half way open at neutral and at all times, while the other one is closed in neutral does this seem normal?? and how do i adjust the carbetour to the right settings, and this morning under the prop i found a black gunky oil leak like a cirle in diameter ,it never leaked this kind of gunk before, is this normal i need help please.one last thing how do i check for spark, and what to<br />look out for?
