1985 85 hp no power at full throttle

I have a 1985 85 horsepower force engine. change fuel lines fuel filter and clean tanks. The boat don't seem to have full power went cruising across lake. By the way this is a 24 foot flote boat pontoons. I have also check compression in all 3 cylinders stumped what can I do.

What's the comp #s??
You check for spark?
Look at the plugs for even burn?
Check for water in the fuel?
Replace ALL hoses(ethanol).
Rebuild fuel pump?
Clean carbs,reset floats.
While carbs are off,check the reeds.
