This is a fully rebuilt 1986 merc 115 L6. 40 gallons ran through, break in has been done.

Im thinking i have a fuel delivery issue and i went to test my fuel pump (old style/rebuilt) by pulling the line off the top of the pump that feeds the carbs. I hit the kill switch and turned the key.. it will pulse gas out of it twice then nothing. I prime the bulb again, hit the key and it pumps gas 2 pulses and quits..

Is this correct procedure for testing?

Shouldn't it just keep pumping/pulsing gas?

All fuel lines have been changed out from tank to carbs. Only thing i havent changed was the primer bulb.. wonder if thats going bad.. it pumps gas and primes.. wonder if the vavles are allowing gas to flow back into tank.. hmm..

yes, it should keep pumping fuel, as motor cranks. Sounds like bad air leak in fuel line.
