1986 yamaha proV 150 stalling

I have a 1986 Yamaha ProV. At any low speed operation under 1000 RPM the engine stalls hard. (both in gear and in idle) I did some research and figured that it was time to clean the carbs. Cleaned them up and soaked them in a carb cleaner. Tested it and the problem still remained. After looking into it a little more I replaced both the prime ball and both fuel pumps. Tested it again and the problem is still there! It will only stall when it is in the water, it acts fine on the muffs. I did notice one thing today when I went to look at it, when primed I am leaking gas out of the carbs. I am completely out of ideas, please help! thanks!

Update on it. I took it a friend of mine to see if he could possibly see anything I had missed. He took the plugs out and 3 of the 6 plugs were wet. We checked the air adjustment screws and found some were off. After doing this, the motor is still stalling in the water but not on the muffs. There was something new, we tested it on the muffs when I got back and now it boggs and starts miss firing with a lot of smoke at about 2500 rpm. PLEASE HELP!
