What you see damaged is from the bridged port exhaust, when it overheated the bridge expanded ad scuff the exhaust side of piston. You will need to bore next size bigger and modify bridge. See it all the time.

Thank you fazbullet, that was very informational.
Say I have it bored next size up, could you elaborate on what you mean by modify? Is this an additional step?

That motor can be bored to .040 the kit is out there. WSM makes an excellent kit for rebuilding those. But have the machine shop check the bore first. Re-sleeving will cost around $300 a hole. That motor will run like crap with 80#s of compression.

Yah I can’t even get the motor started at that compression. I tried but to no avail.

Ok folks, I removed the power head and completely stripped the power head.
I packaged it up, and it is on the way to boatpartstore to be rebuilt. When they tear it down, they will call me and let me know what they need to do to rebuild it.

I took apart the controls to figure out why the alarm didn't work. Attached is a photo of what I found. The horn is completely melted in the back. I also opened the horn and can visually tell that it was clearly overheated. A simple resistance test shows an open circuit. I now know why the previous owner said he didn't hear an alarm and essentially kept driving while his motor was overheating.
Now on to the questions.
1) This is a 2 wire alarm, am I correct in understanding that this type does not beep when the keep is inserted and put to on? correct?
2) This is a 1987 Evinrude 70HP, does this model include the SLOW mode when overheating or not? I found in a CDI publication that this was started in 1988 but I want to confirm this.

Ok everyone, update, I received a call back from boatpartstore/tenkiller marine. They are going to bore all cylinders to 0.04" over and rebuild it. The will also resurface the head. They are also going to relocate the tell tale to the top as mentioned in the TSB. I should receive the powerhead back at the end of the week.

I have some quick follow up questions.
1) Are there any other TSB's besides the relocation of telltale?
2) Should I put in new spark plugs?
3) The rebuild comes with a rebuild kit for the carbs, should I rebuild them?
4) should I rebuild the VRO?
5) Should I buy to water pump rebuild kit? it comes with newer pump housing/plate, new tell tale motor cover grommet etc.

That gasket is under the reeds they need to come off. If you flip that plate over you will see the screws that hold the reed valves on. When you reinstall the reed valves use loc-tite on those screws. And yes the carbs need to come off to be cleaned properly anyway.

Ok, so the motor runs but there is something not quite right yet.
I have not completed the link and sync procedure listed here yet -> https://www.youtube.com/watch?v=uJTx-ygU23U&t=626s
I have advanced the timing but it still seems as if it is missing sometimes or wanting to quit.
It seems as if the motor is missing, it will not run at a constant speed.
I used a timing light and verified all three cylinders sparks are sparking and that they are timed to their respective cylinder correctly.
It seems like the motor misses or wants to quit as its running. -> https://youtu.be/TXS00CUEoug
I have attached a video, I would appreciate any advice on where to look first.
(I think its power pack or stator related)

Ok so I took an oscilloscope voltage plot of the charging coil voltage so that I can illustrate the issue I am having. I am expecting a constant speed but right now the idle is very erratic and speed is oscillating.
