1987 Yamaha 70 ETHL

I have a 1987 Yamaha 70hp outboard. It will not run up under a load. The engine runs great with the boot on and will run up in speed. Once I put it in the water or a test tank it will not run up in speed. I have rebuilt the carbs and it doesn't seem to be fuel. I have run it in a test tank in speed and added fuel through the Carbs and it will not run up. The CDI checks out ok. Any ideas?

Check compression first and check fire with a light. If both are okay, you are back to a fuel restriction.

Use a timing light on the flywheel to check for fire and timing.
