1988 85 hp force power issues

Impeller went out and wires to stator melted. Fixed all wires, changed impeller, thermostat, cleaned carbs and fuel system cleaned. Cant time in dry conditions because wont go in to nutral full throttle. Had it out on water took off fine doing 30+ mph. Shut boat off then hard starting and only able to go about 9 mph. PLEASE HELP

Start with a compression and spark test.
Timing ? Why?
If you didn't change the timing and nothing broke(connectors) then the timing shouldn't change?
It's not supposed to go in full throttle while in N.
The procedures for static timing are in the first couple of posts.

When i got the boat home, noticed flywheel key had sheared
