1988 evinrude question

Hello. I have a 1988 evinrude 20hp with manual primer but electric start. The trouble I am having is when I first fire it up that morning it runs half throttle for a short time. In warm weather it does that for a few minutes or so then the colder weather it takes longer to kick in full throttle. I am holding tiller handle wide open too. When under way it will kick a few times then run wide full throttle. Then after that it runs perfect rest of day. It is like something is tring to open. Could the manual primer be getting stuck or could something like the jets need cleaning? I have replaced plugs,tune up, lower oil and cleaned the carb when it did it first time but did not help. Trying to keep from going to a shop,if I can fix myself. Thanks.

I would be looking at connections and lines from the fuel tank.

It could be a failing spark plug or something electrical and thus its only working on one cylinder for a while.
Try a drop test first thing before it starts running right

Be sure the primer button is pushed all the way in after starting/warm-up. If not, it'll be getting too much fuel.

If that doesn't do it, and it passes the cylinder drop test ^, disconnect the primer system all together and plug associated carb ports and test run. You can rule out issues w/primer system by disabling it. (You can cover the carb throat w/your hand to choke it to start.)

Sounds like an ignition problem to me.
