remove the waterlogged foam, and replace with two part marine expanding foam at the appropriate time in the restore, not sure when in your case as you have a top cap, i dont. i will do it once the floor is down and faired in.
i bought mine here local under $100(dont have the recipt handy)for a two gallon kit that fills 9cu ft, with a little of the pink stuff under the floor this will be enough for me.
the other stuff sounds good to me,

Well underway bro!

You have the right idea with adding a sheet of wood to screw into and seciure things. You could even drill the wood and install metal mollies in the wood, then glass over it and just screw what ever fastener you use into the mollie instead of just screwing into the wood. Mollies will allow the wood to last longer and the fastener to grip better. This is how i am doing my 24 gallon gas tank and all 3 of my battery trey's. They will have their own wooden plate with mounting points using the mollies.

As for the foam, im not putting any back in my boat. If my boat needs to use foam to stay afloat, im already screwed anyways

Bass boats are a challenging restore i am finding but man is it fun!
