1989 85hp force speed?

I have a 89 wellcraft 170 and it has an 85hp force, it has the stock prop and i just changed the plugs and its only doing about 28 mph with two people on board, my question is what should my top speed be? thanks.

Lots of variables. RPM at WOT?? Boat weight? Fuel capacity is it full?
Then things like lots of water in the bildge or the foam soaked.Etc
Good compression on all three cylinders?
