it still sounds like the carbs are not clean. did you remove the highspeed jet and clean them, and the core plug on top to clean the slow speed jets. also could be the floats are not opening. or the reed valves are varnished together. you can look in and see using a small pointer and press the bottom down and top up, don't bend them, they only just crack open. they have to be total clean.
