1990 140 HP johnson not getting up to speed all the time

Hey guys! I just purchased a boat a few days ago and took it out on the water and I'm having a small problom. The motor starts up great and ideals just fine but when I go to open it up is doesn't go very fast maybe 5mph after about 30 seconds of doing this it starts to kick right up and runs absolutely perfect. (Previous owner said it was very low on fuel and has been sitting for just over a year) So i filled it up before with fresh gas and oil. After running it for a little over an hour perfectly i slowed back down and idled for roughly 15 minutes then went to gun it and she problem ? Im not sure if spark plugs could be fowling? Carburetors need to be cleaned or what? Once i got back to the launch i noticed water coming out from under the hood and i found that one water hose had come lose inside. Also there was another hose that I can't seem to find a home for that runs in the water line as well. Im going to post a picture of it. Any help would be awesome! Thank you!!


In the picture the hose that I can't find a home is hose 103-104 it almost looks like it just sits in place without being hooked to anything.
