1990 50hp force will not start

i bought this boat with this motor on it it will not start its getting fire to the plugs and it getting fuel can the plugs fire and still show spark and be fouled out and not allowing it to start

Are the chokes open or closed ? It sounds like its flooded try cranking it for a bit with wide open throtle to clear the cylenders

It was opened i cranked on it for very long time it started up but it will not stay running i cleaned the carb up and it still dies when it at idle it runs rough water is going thur it fine what do i need to be looking at now
