1990 90hp force no power

hi all im having trouble with my motor i think. i have a 1990 90hp force motor on my ski boat and it will not go any faster than 18mph with my two dogs and 4 people in boat ranging from 160-200 lbs. long story short i bought the motor not running 2 years ago, let it sit for 1.5 years. got it running this summer, i replaced the stator, trigger, and starter. i put it on my 17' fishing boat and it wouldn't go any faster than 12 mph found out it had a 21 pitch prop on it i dropped down to a 17 then a 15, getting a max speed of 18 mph no load but myself and 2 seats. so i did a carb rebuild, timed the motor, and synchronized the carbs, and fuel pump. still no gain so i bought a new boat a little 16' beach craft older ski boat put it on there and now i had a max speed of 28 mph with just me in it and with two dogs and 4 people in boat ranging from 160-200 lbs. can only get 18mph out of it i switched to a 17 pitch prop can get 36-38mph out of it with just me and is a dog out of the hole and cant carry any wait at all. when i put the motor on my first boat i cleaned all the carbs and replaced all the fuel lines and checked all the compression compression was 130-135 on all cylinders just recently i lost a coil and replaced that, the motor starts everytime usually first turn of the key and runs perfect my question is it seems like for such a small boat i have it on now it seems like it should be much faster and have allot more power than it does. does this sound right or am i just expecting to much out of this motor?

thanks, i did allot of reading on this site to get this motor were it is now. the only other thing that i can think of that may be causing this issue is, maybe one of the previous owners put a lower unit on from say a 120 or bigger motor. i herd that they had different gear ratios, i don't know if this is true and have been searching for a while, for the gear ratios for the lower unit. i know this is not the original lower unit, just from the paint being quit a bit different but was wondering if anyone had a link to a site that had the gear ratios on these lower units?

16ft boat 90 hp maybe 35-40mph.
What are the rpms's at wot?

Watch the prop and rotate the flywheel by hand in gear. The older LU's are 2:1 which means the flywheel should rotate 2 times and the prop once. The other lower units are faster and will complete a rotation with less than 2 turns of the flywheel. Easy test to see which one you have.

4200 with the 15 pitch prop, and this boat probably only weighs 250 lbs dry without the motor. its a very light boat it just seems very very sensitive to weight being in the boat. my buddy has a 65 hp evinrude on his boat and his boat is bigger and allot heavier and he can go faster than me with 4 people in his boat and me by myself in mine. it just seems my motor is like a 50 hp or something.

You sure that your running on all cylinders?
Plugs burning good?Top of the Force section is a link by FrankA called a linc and sinc.Do that.
Rebuild the fuel pump.Clean the carbs.
Check the reeds while the carbs are off.
Replace all hoses.Inline connectors too.Check the tank vent for blockage.
Do a spark test.In-line sparkies work best.
The difference between the 125/120 and 85/90 wouldn't be that much.
You'd still go faster than that.

everything you have mentioned i have did the only thing i could think would be the reads or the lower unit. the reads looked fine when i had the carbs off. i know i am running on all 3 cyl. for sure when my coil went out it was intermittent so when it would drop out the boat would go like 3-4 mph. but the reason i say the lower unit is that say my lower unit was a 2:1 and the 125hp lower was 2:1.5 that would suck that motor right down i would think but i dont know the actual ratios.
