1992 40 HP Evinrude power trim problem

My 1992 evinrude will trim up, but will not trim down. I can hear the relay clicking, and have swapped the relays, same result. This is the first electrical problem that I have had since the motor spent 3 days submerged in saltwater last year, it could be a corroded connection but I do not know where to look. Any suggestions are appreciated.

Do you have a manual for your engine? If you have swapped the relays and they both click in either position, you have a wiring problem downstream from the relays. You are going to have to check wiring and connections with a volt meter or test light to find the open in the circut.

Got the book out and ran through the troubleshooting. When doing the Relay Ohmmeter Tests all was good until I got to the step where I add the 12v source. I should not have assumed that the relay was OK because I could hear it click. Further confirmation when I swapped relays and the motor trimmed down but not up. Reversing the relays reversed the problem.
