Tilt and trim motor started by itself always goes up , started after peep hose came off inside motor and pumped a lot of water in it .Have to keep battery disconnected . It doesn't do it all the time but to make it stop running you have to hit the down position button on the motor .Would welcome any help on this Mercury motor.

you may just have a relay stuck in the "on" position.

It doesn't run all the time but could it still be stuck?

i'm thinking 1992 60HP is probably a steering wheel type engine control with only one trim switch located at console and a single ram 2w trim system with the plastic body trim motor.

if so, then there is only two things water could have done to cause your problem. 1) gotten inside a relay and rusted the contact mechanism into a "stuck" position. 2) well, actually, i can't think of a number 2 unless you have a cowl switch like laddies suggests.

You have a stuck switch or relay. If it can be taken apart and cleaned, fine, otherwise replace it. Check wiring from the console to the motor for continuity. If you run in salt water, the chance of corrosion or deposits is even higher, given the pee hose dumped inside the motor cowl.
