1993 Johnson 90hp tilt trim problem

I have a problem with the tilt trim unit on my Johnson 90hp. When I got it the trim motor turns freely when the button for up or down is pushed. However supposedly it had a leak from the main piston seal. I never saw it leak. So I removed the unit and replaced all the seals. went to put it back on today and it does the same thing as it did before. The motor just runs when the up or down button is pushed. Yes the manual release is closed. Anyone know what could be the cause? It is full of fluid and the motor seems to be running fine?? I am stumped.

Is the coupler between the motor and the pump okay ?? Broken or missing ??

I will have to take the motor off and look tomorrow. I will update after I look tomorrow.

I took the motor off and the drive is intact and looks good. I took off the plate that goes inside the pump area to see if there was anything in there and there are 3 check balls 2 bigger ones and 1 small one. I don't really know where the smaller one goes??? Anyone got an exploded view that shows where they go???
