1993 Merc 8hp - Fast idle knob

I have a 1993 Merc 8hp that I aquired (barely running) with a package deal. I replaced the top and bottom crank seals and cleaned the carb and it runs really nice now. What I can't figure out is what that the fast idle knob actually does. It seems to have no affact on anything when I turn it back and forth. The sticker is worn so i can't tell which way supposedly makes it idle higher. I studied the mechanism and it really doesn't look like it would do anything. Maybe something isn't hooked up or missing?? There is a plastic arm that has a rod attached to which goes up under the flywheel. Again, I see where it goes. I just fail to see any function here.

hi,i have a 15hp so i dont know if its the same,if you turn the knob clockwise it opens the the throttle slightly and advances/retards the timing via the plastic arm that goes underneath the flywheel,you can also pull the knob out and it operates the enrichner(located on the right hand side)its a square unit with a plastic plunger,basically it squirts a blast of fuel into carb for starting

That sounds the same. I think something must not be right because it doesn't seems to do anything with opening the throttle. I guess that rod on the plastic lever does something with the timing. Pulling the knob out does actuate the enrichner.

I have to figure out why it isn't opening the throttle at all when turned clockwise.
