1994 140hp evinrude cough/spits at idle please help???

Ok so this engine is new to me. Recently bought carb kits, rebuilt and cleaned the carbs. Adjusted to best idle. New plugs, and the engine runs great at high speeds but at an idle it coughs and spits. It acts like it wants more fuel but when I adjust the carbs to run richer it still coughs and runs rough. Now there is a manual choke lever for cold starts. When I turn this lever about half way it smooths out and runs like it should. But it smokes more because it's running rich. What could be my issue??

Can you explain how you adjust the carbs? and I quote you on this "I adjust the carbs to run richer it still coughs and runs rough"

I meant when I set/adjusted the idle fuel/air mixture screws on the carbs.

Sounds like idle passages still plugged
If gaskets on side plates shrank they will suck air.
All throttle plates must be even & closed.
Stick a toothpick in the idle air jets one at a time. It will make mixture
richer & you may find one or more carb needing looked into.

A 1994 140 shows idle and intermediates orifice/jets as fixed with no adjustments so is your high speed..Only adjustments is sizing down to richen (less air) or size up to lean (more air) on your high speed jets its fuel base (in the bowl) adjusted up more fuel down less fuel at WOT... Check the sizes on the jets and post em its stamped on the front of the air/immed jets and on the side of the high speed ...
Post your model it will be helpful ..You mentioned this is new to you. Did this engine ever worked correctly? Post some more details ...

Can you post model number. It should have mixture screws.
Some had different idle air jets port & STB I think that
was a little older model?

Its never ran perfectly smooth at an idle for me. But it's annoying as all get out when I'm trying to dock the boat and its running rough and keeps stalling out.

The screw that I adjusted has a spring behind it which tells it's adjustable.

High speed jets are fine that thing takes of like a bat out of hell. It low speed that i cant figure out. :/

any help guys??? i'm at my wits end with this motor. i don't know how to get the idle running smooth.
