1994 15hp dies at mid throttle and up, revs to hell in neutral

Had my new acquisition out on the water today. In neutral if you advance the throttle it sometimes blubbers but it usually revs up so fast you think it's going to blow. In gear the motor will not run at all mid throttle, low throttle to mid is working ok and I'd estimate I got maybe 4hp out of it.

If I drop the throttle to idle and then throttle up to the mid point a few seconds later the motor will spin up and give me an extra couple of hundred rpm for 5 to 6 seconds before dropping back down to 'normal'.

I'm thinking some bugs or something got inside and blocked the high speed orifice, any idea where it is in this carburetor? The parts diagram isn't very clear.

A piece of silicone sealant or something got loose and clogged the high speed orifice.

First, never rev it up like that in neutral, bad things can happen. Clean the carb.
