1994 50HP Force Starting issues???

So I havent been on here in a while but I have hit another speed bump, I picked up a force 50hp, and i have good gas thru the lines and in the carb, I have good spark at the plugs, good compression, and good coil packs, wiring is right, engine turns over but wont start. Any Ideas????

If the motor has good spark,good comp and good fuel???
Then the flywheel key could be bad.
Or the carbs cogged.
More info??
When was it running?Run ok when it was?
How long did it set?

the story goes like this I bought it from a friend who has a friend who fixes motors, the guy put a new lower unit in it cause the power head was running, about 3 to 4 years ago. The motor sat in a grarage since. he said it ran great. I thought about rebuilding the carb, with a carb kit real quick, but I was hoping not to. I am sorry I dont dont know what a flywheel key is, is there a way to test it? I usually work on johnsons from 1960-1980, so the 90's tech is a little ahead of my game but I learn quick. Is the fly wheel key similar to a like points and coils under a fly wheel???

can you tell me what number the flywheel key is from this diagram? I know its there cause they sell the part at the store, however number 2 is listed as "decal kit, shift to nuetral" maybe its not in the diagram...

pulled carb and needle sticks. what do you guys think dirty in there or bad needle?
