1994 ESCORT WT20PBB Trailer restoration.

I have a 1994 Escort WT20PB trailer. The frame is in very good condition. But all attachments/brackets are fully rusty.

I took them out, cleaned with sandpaper disk as much as possible and sprayed with Rust Converter.

It couldn't take/etch all rust, plus there are lots of rust dents.
What kind of chemicals I can use to prepare surface for Bondo Light Bodyfiller to make it smooth.

I want to paint all these brackets with Solignum Epoxy Floor Paint
. It will cover with thin layer of very strong epoxy and should protect against small scratches and water I hope.

Are there any other suggestions what I can do with the rusty brackets?

According to the pics looks like you need to cut the bad metal out and have new inserts put in. They make a product that we use in the gulf of mexico called splash zone once cured it can be sanded to a smooth finish. But i highly recommend contacting a welder to change out the bad spots cause it will only get worse over the years

This trailer isn't a fully boxed frame is it? If so, I'd be seriously concerned about the condition of those tubes.

The main trailer frame is in very good condition. The only problem with the side brackets. I guess because they had a fabric on top, so they were wet all the time. I want to cover brackets with some plastic plates. The really bad rusty plates not need to be cut and weld. They have enough material to support top cover (it just some kind of step to get inside the boat) and they have good surface to hold lights and license plate.

I am worry about rusty dents. Will they provide a good adhesive for splash zone or epoxy filler.

I would not put plastic plates over the areas where rust is the worst. It may make it worse. You know how you always see rust in the rear quarter panels of vehicles? I pull the plastic liners (not the wheel well liner, the strips that they used to put on the metal lip of the quarter panel.) OUT from contacting the metal because it leaves a place for water to set between.
