1994 merc 115hp trim

I hope someone can help me with this. The tilt/trim works great (on land) from the throttle or engine switch, up or down and it stays right there. except when on the water. most times when taking off on the lake and I want to trim up the motor wont move but according to the volt gage it's trying to. when it does trim up usually it drops right down again. maybe 1 out of 5 times it stays where I left it. Anybody got any ideas?

Might be time to rebuild the trim cylinder, or replace the pump. Always double check fluid level first. The force of the prop moving forward is greater than the amount of pressure that is needed to raise the motor. My brother has a merc 200 that had the same issue except his would slowly bleed down over a short period of time. He ended up replacing his trim pump and rebuilding his cylinder.
