1995 60hp Mercury power trim problem

Just bought a 1995 bass tracker pro 17 60hp merc.
The trim pump motor runs, but motor is not moving up or down.
I will be picking up a manual as soon as I find one, but in the mean time do you guys have some suggestions to try to fix this. I dont think its going to be a major problem to fix.
The boat has been setting in storage for over a year and the trim worked fine when before it was stored.

Come on you gear head guru's......I know one of you knows something that can help me. I have found out there is a service bulliton on the trim units for the 50 and 60hp mercs. So problems with these units sound common.

Trim motor runs, but no cylinder movement.
I did release the screw lock and can raise the unit by hand, but it will only raise untill the end of the trim range......when it reaches the tilt range....it stops...wont go any higher.

Hyd check valves locked up?
Bad cylinoid?

Probly going to the dealer, but I want to understand what the problems could be.

is it low on oil are maybe have air in the line they should have a screw on the ram to release the air.

If the motor is spinning and it is not low on oil then one of two things ... However, halfway lifting is THE symptom of low fluid levels so double check that first. I do quite of few of these and, in general, the single ram system is a no brainer - if the motor spins then rebuild the hydraulics and if the motor does not spin then replace the electricals.

A. the tip of manual release has broken off. If so then it usually ends up lodged into the base of pump. You'll need to get that poece out of there before putting it back together. => manifold seal kit + manual release & maybe pump rebuild. Pump rebuild kind of depends how wedged into things the part has gotten. If you open it up then make sure to inspect the trim limit poppet for rust.

B. Mercury loved to use cheap ATF in trim. I have never been able to figure out any consistent pattern to theirs use of budget fluids other than it cuts lifespan of system from 30 to 15 years. You can not tell by looking since the problem is with the cleaning additives rather than the fluid itself. They do to Buna what ethanol does to old hoses. At any rate - if your motor spins, if your fluid is red, if your system is not low on fluid, your manual release tip isn't broken off, and your system still doesn't lift ... then you probably got cheap fluid from factory and need a complete overhaul.
