1995 force by mercury

just got the 1995 Force 40 hp engine out of shop. They put a new water pump on and said it was running fine. It will not fast idle and dies when I lower the fast idle lever. I took the cover of the engine and started it and it runs like a top. Put the cover back on and seems like it is starving for air. Anyone have any suggestions?

If its running great with the top cowl cover off, and dying with it on then you have an exhaust leak. Check that all the bolts on the exhaust plate are accounted for. Also you may need to replace the exhaust plate gasket. Make sure the top cover opening isn't plugged up with anything, and the lower cowl air inlet area.
