1997 40HP Force outboard tilt and trim problem

I have a 1997 40HP Force. When I hit the button to raise the motor, I can hear the motor running and the motor raises. However, when I hit the button for it to go back down, there is no sound of the motor and it will not go down. I was able (was in the middle of a lake with the motor all the way up) to jump up and down on it to get it far enough in the water to get back to the landing. I still can't get the motor all the way down. So. The button works up but not down. What can I do?

put oil in fill to top it should do the job john
