1997 sugar sand mirage jet boat questions

I just bought this boat and was assured everything on it worked. Of course have no manual so am going by memory. My question is should I be able to move the gear shifter? It seems like it is stuck. I've pushed the button in and it still won't move. Maybe it only works with the motor running? I'm having to recharge the battery, I AM sure the motor ran before I bought it, plus the blower and the bilge, but don't want to put it in the water and not be able to put it in gear. Anyone know anything about these?

Probably way too late (I'd hope anyway), but there's a shift cable you can see on the Starboard side of the jet drive. Under the swim platform. See if it's stuck.

Any boat I've ever had I was able to move the shifter if the motor wasn't running, something sound stuck or broken.
