1997 Vindicator 200-Lower Pressure on Bottom Cylinders

Looking at a boat and compression came back @ 90psi on the upper four cylinders, but 80psi on the lower two. Have I had too many brews this morning, or do I remember a few posts mentioning that in Rudes this can be common? If so factory intentional or mechanical issue? Boat has not been used for a year and less than 100 hours total. I am sure it could use new fuel and a little Sea Foam among other things. Could not find anything with the forum search function.

10 percent either way from spec in johnson/evinrude factory service manual. If at all possible do a cylinder leak down test
