1998 evinrude 40hp problem

I have a 13 foot boston whaler powered by a 1998 40hp evinrude. Over the past two years i have had a problem with the motor as i am trying to plane off. The motor runs great after i am cruising but feels like at low to mid range RPMs it doesnt have power. I have played with the timeing, carborators, props, and spark plugs nothing seems to make a difference. The motor has basically been rebuilt by myself along with new carbs. Everything looks good and normal besides my planing off problem. Any help and ideas would be great...

w3elcome to iboats, sounds like you need to do a link n sinc. hope you have an OEM manual. also using your trim properly, makes a big difference in getting out of the hole and planing.
