Yup, that looks like two petals are missing, at least. To give you a better idea, I've included a Reed V Block pic. Petals are mounted on the V-Block ( a set of 2). To be ready, you will need replacement gaskets for the carb and also for the intake adapter.
After removing the V block, using a flashlight inspect and clean the crankshaft cavity for any parts of the reed that was torn off, if any. When replacing the petals, make sure you use loctite on the screws that holds them.
Note on the pic, the petals are very shiny stainless (?) material. Do not confuse the reflection of the petal stopper ( metal parts with holes) as part of the petals. Just making sure. The stopper prevents the petals from over extending which can cause it not to close properly anymore or worse yet breaks. And yes, after awhile of flapping back and forth, it eventually breaks.
