1998 Mercury 9.9 four stroke start question.

I have a 1998 9.9 four stroke 9.9 232CC manual start engine. The problem that I am having is that she is really hard to start. I have to use starting fluid to get her to run in the morning and thats hit and miss. But once she is warmed up she will start and run all day.
Having to do this led me to search for a choke button or pull. Well there is no choke on this model. For whatever reason a dumb one at that. Anyways this engine has something called a starter assembly on top of the carb. Some kind of solenoid I guess. Listed as number 3 in the diagram.
The guy at the mercury dealer told me that there is no choke just that part and it would be 80 bucks for him to check it out. So I'm hoping that someone on the forum may know how I can test this. Any help would be great

first things first NEVER AND I MEAN NEVER use starting fluid or you wont have to worry about it not starting.may be try a carb cleaning would be my first thing to try and see what happens not real sure what that starter set is suspose to do

Yea I've done the carb cleaning thing already. I also run Mercury's fuel system cleaner at least 2 times a year.
I do have mechanical skills. I work on off road equipment so I know the usually things to check. But that starter set thing's got me stumped.

Nick- I have the same motor and the same problem. How did you fix it? The solenoid on top of the carb is no longer available-

Click on the one you want and when the first page opens, click on the "Save As" icon at the top LH corner of the page and you can save it to your computer.

See Section 3B, page 3B-7 for resistance and piston height checks.

This engine is a four stroke and startng fluid will not hurt it. The item in question appears to be a thermal valve that is apparently not working. When cold, the valve would likely be open to allow extra fuel into the engine for starting and initial operation. With the engine running and when warm the valve closes electrically to close off that extra fuel. If that assembly is bad and no longer available, any snowmobile or lawn mower repair shop can fix you up with a manual (small bulb or push-pull) primer. That would solve the cold start problem.

After a day of calling all over the US / canada and talking to a Mercury tech, the Mercury starter solenoid 837473T (no longer available) was made by Yamaha & the part # is 6G8-1410A-01-00 STARTER SET and IS AVAILABLE from many people. If you go to the Yamaha marine website you can see the years this part fits. There you go-
