I have a pair of 1998 200hp EFI Yamaha engines. The port engine is low on power most of the time. Max RPM on port engine is about 4400. If I power up to max throttle I get 4400 on the port engine, and about 5300 on Stb. When I back off to about 3600 on both, often the port engine will suddenly "kick in". The rpms jump up and power increase very noticeable. At that point I can power to max throttle and get about 5300 out of both engines. Port engine then runs ok at max, but once the throttles are backed off, port engine usually loses power again.

Compression is good, plugs new, all connections on coils cleaned and reseated. Any suggestions?

check your plug cap resistance. should be somewhere near the 5k ohm mark. get a hold of the winky blinky tool to check for any stored codes also.
whats the service history on your engine.
