Issue resolved for the most part, I misread the length of the timing rod in the repair manual, after 1994 the length of the rod is adjusted to the gap on the roller cam. I also cleaned the carbs and found a bit of gunk where the mix needle was in. Boat idles now without stalling just a bit rough I suspect I will have to adjust the mix a little more.
