Just from what i've picked up on over the past week or so this may be caused by the floats not being properly adjusted. When you turn the carb upside down the float should sit parallel with the carb body. When it is turned right side up the float should hang down to the point just before it hits the main jet. If they are not set right they need to be adjusted.

Sounds like the needles aren't seating properly. While adjusting floats, blow through the fuel line in the direction of fuel flow and see if the needles stop the airflow when carb is upside down.

Bad carbs? Carbs are just parts. If you did what has been suggested, slow and steady with no short cuts, they have to work. It is in God's hands or Frank"s otherwise.
