Early 80s, 10 Hp ?? or do you mean a 9.9 hp

What do you mean by priming pump. The fuel line bulb?

Fitting a new fuel line and bulb should be within the capabilities of most people.

Suggest you post the model number so that the exact model and year can be identified

If it is a 10hp then I think it will be a commercial model but the model number will tell

Re: 2 stroke

I would be more concerned about the condition of the rest of it.
Fuel bulb and line is an off the shelf item.

HE has to demonstrate it running.
At the very least a compression check.
You might be buying a $50 parts engine.

My 10HP needed new coils, points, condensor, plugs, plugwires and a water pump. But I paid $125. The seller couldn't demonstrate it running because it couldn't run.:)

Re: 2 stroke

Post the model number!

That will positively identify the exact model, year and HP. It should also tell us the shaft length.

However you can measure it to determine the shaft length.
From inside the transom clamp, where the top of the transom or bracket will be, measure to the cavitation plate above the prop. A standard shaft model will measure a bit more than 15" ( between 16 and 17). A long shaft model will be a bit more than 20"

See http://www.smalloutboards.com/shaft.htm for info about transom heights and shaft lengths

Buy a cheap line with bulb, they're very cheap and you're going to need one anyway. If he has another excuse take a walk.
Its a parts engine unless proven to run.
