Gee, I think what the mechanic told you is utter crap. You should never need to drain the carbs. The motor should start in 10 sec.

I don't even drain the carbs over winter, and never have any issues with them.

Correct 2 stroke oil for water cooled engines and gasoline DO NOT SEPERATE apart !!!!!!!!!! MIne sits in a tank 7 months in upstate NY every year. NO separation or exhaust white cream cheese.
I do run 0 E High Test Marine Gasoline only. Fill up at a commercial marine refueling dock. ONLY
Engine starts in 1 second. Hot or cold.

Perhaps the vent on the VRO tank is plugged.-----That would feed extra oil into the system on a hot day.----Up to the owner to check the simple things.

I’ve verified all those items except for the magnets, and as for the primer solenoid I’ve only verified it’s clicking on key push. I’ve not taken it apart. I suppose I could start by removing the hoses and doing the test described in the manual (assuring no internal leaks or blockage). My guess is that those tiny fuel lines are extremely tight and difficult to remove, and I’ve been reluctant to cut the zip ties and get into that since I can hear the operation. But I can . . . .

Maybe the primer solenoid is stuck open? Is the red lever parallel or perpendicular. to the block.
