200 Oceanpro fuel supply

trying to find cause of low wot power I am looking at the fuel system.
I notice after pumping up before starting, the last fuel filter ( by the pump) is full. It's glass and you can see what is in there.
When running , this filter is half full / half air. It's always been like this.
Also the pump bulb goes soft within minutes of starting.
Is this normal?
I'm not too hopeful with this line of inquiry because it has always done this and run perfectly, but I would like to be sure of everything.

perfectly normal. i would start with spark and compression check, on all cylinders. what Year or model #, ocean pro?

if you do not use the boat on regular basis, or it has been sitting for winter. you could have some clogged high speed jets. the jets are in the bottom of the carb bowl, and fuel sits there all winter and degrades to varnish.

Thank you. Compression test was 100 - 120 or so when cold..
All plugs seem to have monster sparks . When removing a plug cap when idling the spark jumps about 1/2 inch to the plug cap. After a run all heads are hot but the bottom two less so.
