How tight does the spark plug need to be installed for this engine, is it 20lbs? I just use a 12" cresent wrench and a scale can anyone recommend a quality torque wrench ?

As you haven't provided your s/n, here is the link to the service manual for a 2001, 5 hp., 4 stroke:

http://1manual.com/Mercury manuals/Service Manual PDFs/FourStroke/857138r1/cover.pdf

You must have Adobe Acrobat reader installed to use this manual. If you scroll down to the lower part of the opening page, you will see the various engine components in red. Click on the one you want and when the first page opens, click on the "Save As" icon at the top LH corner of the page and you can save it to your computer.

See sparkplug torque spec under Cylinder Head, Section 4, page 4A-24.

Do you know where I can find a on-line manual like that for a 1984 35hp Mercury 2 stroke, S/N 6578665? Thanks it was 13lbs. Can't wait to see if this will improve performance, its doing good but could use improvement. Great help
