Some photos would help, and it depends on your local market. It is really impossible to give an accurate estimate without more information.
Is this just a hull, or a hull and trailer? Is it structurally sound, with good carpeting/flooring/seats? Is the engine and outdrive still in place? What is the condition of the outdrive? Are the controls still in good shape? Are there locally available replacement motors for a reasonable price? Has the boat been babied and well cared for, or left out in the elements to deteriorate?
I did a quick search for 2001 Larson LXI190s, and the asking price for good used running boats is anywhere between $8 and $20k ($20k sounds substantially too high for a 13 year old bow rider).
Typically, however, 13 year old boats with no power plants have little value. If you had a decent runnning motor to put into it, that worked with the existing controls and outdrive, it might be worth $1000 (and there are users here who would say that is too high...)
