2001 Yamaha 200 hpdi

Can't get the engine to run above 3600 rpm's. Seems to be running fine but won't breakt he 3600 rpm threshold. Do these engines have safeguards on them to stop them from running? Also getting some vibration at very low speeds. Any thoughts?

no tests yet, i am going to bring it in. it almost feels as though there is a governor on it that won't let it run any more than 3600rpm.
