Most single lever controlers are like that to some extent. On mine the throttle is moved in about the last 1/2 of the range. You could open the cowling to watch the throttle lever movement to verify that the end of the cable does not begin to move until the last 1/4 range. This would verify that the "problem" is caused at the controller end rather than a cable end adjustment. Verify the throttle lever on the engine opens and closes fully. If it is at the controller end, which it probably is, you may still be able to adjust it, I'm no expert. The manual that came with the controller should at least state if throttle movement is fixed or adjustable. Hope this helps.
