2003 90 yamaha quits at low idle

I have a 2003 Yamaha 90hp outboard. Just had the carb jets replaced. At idle speed engine sputters and or stalls. Runs fine at higher speed. Tried increasing idle but no good. Acts this way in or out of water.

Did they do a link and sync when the carbs were put back on along with the rest of the adjustments like the manual states?
Is the timing where it is suppose to be at idle and wot?
Why did the jets get replaced and which ones?
Did they clean up complete carbs and all passages in all carbs
