2003 F40 carb settings

Hello, working on a carb cleaning for my 2003 F40TLRB, took it apart because of rough idle and stalling even after synching carbs. My pilot jets and main jets had some gunk on them, needle valves look good. I read in the service manual to record the turns from the seated position for the pilot jets and when I opened my carbs up all of them had the pilot jets fully seated?! How many turns out from fully seated should I be on each carb? Do I have to keep putting the carbs back together, run the engine and then tear them down again to reset? How do I know when I have the right settings? Anything else I should look at or clean while I've got them apart? Didn't find a thread that covered the 2003 F40 settings, appreciate any help!

3 turns out will get the motor started. the carbs need to be synchronized with a vacum mate or other type of vacuum gauge at 900 r.p.m.s. after warmed up. motor needs to be at 120+- deg. cyl.#3 is used as a base line reading, and set#2 at 5mm hg less and set #1 at 10mm hg less then # 3 cyl.

idle mix can be adjusted after idle is set (850). best done in the water.

chk. boots on accelerator pump and discharge at nozel for good flow when the throtle is opened to w.o.t.(lots of 90 deg. turns in accel. circit).
