2003 Johnson 90 HP won't go over 2500 RPM

Hello,
I have a 2003 Johnson 90 HP V4 2 stroke outboard that won't go over 2500 RPM, it like its in the slow mode but it is getting oil, has oil and is not running hot. The self check system at start up is working. Is it possible that there is a bad sensor so the slow system thinks there is a problem? Thanks for any help.

Have you checked the timing?

Yes, timing is right on at idle. Thanks

Rule out insufficient fuel pressure, partially clogged jet and low compression first.
