2003 mercury 6hp 2 stroke convert to 8hp

Hi guys, wondering how much work it is to convert this engine over to 8hp? Can it be converted to 9.9? I was told it may be as simple as removing a restrictor plate at the carb.

#18 is the restrictor plate. If I remove that, will I have to do anything else to convert it to 8hp?
