2003 Volvo Penta 4.3 GL - Engine starts and runs for about a 15 seconds but won't stay running.

Maybe try verifying the fuel pump isn't losing 12 volt power before the engine shuts down.

Being a GL it should have a Holley carb. Check power at the coil and see if its going to zero when motor shuts off.

Is the choke closing on initial start?
Can you keep it running by giving it more throttle?

Yes choke is closing on initial start. More throttle engine still dies. Do you know of any fuses hidden in the line.

A fuse either blows or it doesn't, but there might be some corrosion. Will have a 15 to 20 amp fuse on the Red/Purple feeding the key switch. Use a voltmeter and check for power at the coil

Checked power, power was good. Could it be a Relay and/or Automatic fuse?
In our diagram #14 and #7.

Item 14 is a relay and 7 is a breaker
The breaker is main power to the motor. If it opens nothing works or turns ON
The relay turn ON the fuel pump. If the fuel pump turns on for just one second, then maybe it would run for only 15 seconds. To test the theory, hot wire the fuel pump so it fills the carb bowl. It should only take 5 to 10 seconds to fill the carb. Once it fuel, the motor would run for several minutes on a hose or at idle
