The motor gets run almost every weekend in season, and performed fine on a 3 mile test run last week. I got about a mile or so on full plane at 4200 RPM today when it started spitting and sputtering, was able to keep it running well enough at 1500 RPM to get back to the mooring, but it coughed and sputtered the whole way. It hasn't had new plugs or a fuel separator in a couple of years, and the fuel is from last year (trying to burn it off to replace with new). Has anyone experienced this problem?

I would drain all the old gas from the tank and carb bowls (if you have them). Change the fuel separator and plugs.
You should list a model number so the experts (not me:)) know what you have.
You need to get things where they should be first, my 2 cents.
